MEETING MINUTES
1. OPENING
·
Call to order, pledge of allegiance, invocation and welcome
2. OFFICERS’ REPORTS:
A. Secretary’s report/roll

Chapter roll call was completed with the following chapters

As a quorum, as defined in the Constitution and Bylaws,
Article X, section 5, no motions were accepted for a vote.

Minutes from the Jun13, 2009 meeting in Richmond will be
reviewed and approved at the November EXCOM meeting
B. Treasurer’s report –
Jim Holt
o
Reviewed the 3rd quarter report, at
Tab 1. With the loss of the VA Suite Hospitality Room at the
Convention will reduce expected revenue and we need to watch the
education funds
C. VP/Admin – Al Berg
o
State nametags—if you need a nametag, send information to
Al. State funds pay for the nametag.
o
Asked all chapters to provide updates of new chapter officers
for the 2010 chapter roster NLT end of Oct IAW format he provided
o
Meeting schedule for 2010 was reviewed: Northern Shenandoah
on 13 Mar 2010, Jones on 12 June 2010 (send email if this is not a
good date), Gabriel 13 Nov 2010. Members present approved switching
the locations in Feb and June—Tidewater will now host Feb 2011
meeting and Danville will host the June 2011 meeting.
o
John Murphy passed out the Nov 2010 meeting information and
registration to all present. Discussed the plans for the meeting.
o
Tom Sheppard graciously donated his state reimbursement
($182.30) to help fund the Veterans we will invite to the Nov dinner
in Hampton. This will sponsor 12 veterans at the dinner.
D. Fund Raising/Virginia
Suite – Peter Jones discussed the cancellation of the VA Suite
o
Two primary problems: down economy and the significant cost
increases from the relocation from the Marriott to the Gaylord
o
Anticipating a loss of over $4000 if they proceeded. Gavin
MacAloon did yeomen work in attempting to get sponsors
o
Still owe Gaylord $1500 to cancel suite reservation; Gaylord
will apply this as a credit to a future event
o
Gavin MacAloon will be POC for the VA Suite next year
o
Jeff thanked the Steele Chapter and Peter Jones for working
the VA Suite
3. NEW BUSINESS
·
No newsletter excusals have been requested for next quarter.
·
Quarterly reports—get them into Randy Hobbs by the end of Oct
·
Chapter Rosters due by the end of Oct to Al Berg
·
Get the yearly activity plan ready to go now—Mason Botts said
that the plan format will not change for 2010.
·
Mason asked if chapters would put in any money that is spent
during an activity in our quarterly reports so HQ can capture money
that is being given back to the community.

CER Update – Mason Botts
o
Jeff Platt will take over the Central East Region (CER)
o
Mason discussed work he had done to try to help the Baltimore
chapter
o
Mason congratulated Leigh Wade chapter for their innovative
idea to use community partners in chapter leadership positions
o
VA is doing a great job on report submission
o
Remember the rosters, activity plans and financial plans
coming due
o
Jeff commented that CER used a telecon to conduct last
meeting and it worked very well
o
Mason discussed chapter encroachment problems due to
proximity—asked for information on other problem areas
o
Dues increase was discussed; primary gripe was why
wait 8 years to propose a dues increase
o
Statement of Policy: lot of discussion on what the
SOP wasn’t; too long; it is a statement of advocacy and not policy;
Jeff handed out a 2-page SOP; doesn’t support the purpose of AFA;
very little on the educational programs
o
Candidates Review and Delegates: Jeff registered the
entire delegation; handed out AFA Delegate ribbons; reviewed the
candidates for office

State of the State:

Please to report all 10 chapters are doing great things.
Some are challenged with leadership continuity, but all fulfill the
full range of mission elements. Proud to have been asked to serve,
sorry to move on. Randy will be a great President.
o
Remember to help Randy keep the papers flowing: Newsletters
NLT 30 Sept, Quarterly reports to State president 19 Oct. I have
promised to move those to CER for Randy this cycle – send them to
me, info Randy. Get started dusting off your Annual Plans and
Officer rosters for next year.

Council VSO Report – Jeff Platte
o
Money is tight in the Commonwealth. The JLC for VSO focus is
maintaining programs and looking to no-cost goals.
